Portugal were clearly in possession when play needed to be stopped. Figo and a Dutch player were ready for the drop. They were obviously talking to each other, with Figo seeming to make gestures about who would get the ball after the drop (I have no idea if they speak a common language, but the gist was pretty clear). Figo didn't contest the drop under the assumption that the Dutch were going to relinquish possession. This is obvious as Sneijder receives the ball and no Portugese player moves to defend.
